Kanpur is situated on the bank of river Gangas and has been an important place in the history of modern India. It played a vital role during the first war of Independence of India in 1857. Shri Ganesh Shanker Vidhyarthi and Shri Chandra Shekhar Azad made Kanpur as their field of work against the British Colonialism. During the Freedom Struggle of 1857, Col. O. Neel, Commanded British India Army from Kanpur Cantt.
Kanpur has also played a vital role in the field of education in general and technical in particular. Chirst Church College was established in 1896 A.D. The first College of Commerce in India- B.N.S.D College was established in the year 1914 A.D. The first agricultural College of Asia-Governemnt College was established in the year 1941 A.D. and Harcourt Butler Technical Institute (H.B.T.I.) was established in the year 1926 A.D. After the independence of India, a number of technical and research institutes such as I.I.T., Kanpur, National Sugar Institure, Leather Institute and Textile Institute were established at Kanpur.
Kanpur was one of the main centers of industrial revolution in India. Towards the end of 19th Century. Sir John Burney Allens established a group of companies such as Kanpur Textiles. Cawnpore Wollen Mills (Lal Imli), Flex Shoes Company, Elgin Mills and North Tennery under the banner of British Indian Corporation having headquarter at Kanpur. In the beginning of 20th Century, Lala Kamlapat established a group of companies such as, J.K. Cotton Mills and J.K. Iron etc. under the banner of J.K. During the same period Sir J.P. Srivastava established New Victoria Mills. British Government also established a number of factories like, Ordnance Factory, Kanpur and Parachute Factory in 1886 to supplement their defence requirements. This was the time when Kanpur was known as the Manchester of India.
At present it is rightly called as the industrial Capital of U.P. having the headquarter of many important State Government Departments, such as Directorate of Industries, State Financial Corporation U.P.S.I.D.C., U.P. Stock Exchange,Handloom Development Directorate and Directorante of Labour etc. connected with the industrial development of the State.

Customs & Central Excise Commissionerate, Kanpur |

The Commissionerate of Customs & Central Excise, Kanpur was created bifureating the erstwhile Commissionerate of Allahabad w.e.f. 7th Jan 1963. Further re-organisation of the Central Excise Commissionerates in Uttar Pradesh took place in 1979 When Meerut Commissionerate for North Region of U.P. was formed w.e.f. 01.06.79. The Kanpur Commissionerate was again bifurcated into Kanpur and Lucknow Commissionerate in the year 1997.

Central Goods & Services Tax and Central Excise Commissionerate, Kanpur |
GST is an Indirect Tax which has replaced many Indirect Taxes in India. The Goods and Service Tax Act was passed in the Parliament on 29th March 2017. The Act came into effect on 1st July 2017. Goods & Services Tax Law in India is a comprehensive, multi-stage, destination-based tax that is levied on every value addition.
In simple words, Goods and Service Tax (GST) is an indirect tax levied on the supply of goods and services. This law has replaced many indirect tax laws that previously existed in India. GST is one indirect tax for the entire country.
After implementation of the Goods and Services Tax w.e.f. 01.07.2017, the jurisdiction of CGST & Central Excise Commissionerate, Kanpur has been re-organised. All work related to customs viz. all Inland Container Depots (ICDs) i.e. Chakeri, Juhi Railway Yard (JRY) and Panki including Customs (HQ) has been transferred to Customs (Prev.), Lucknow. The Kanpur Commissionerate has been assigned with the work of CGST & Central Excise.
With the re-organisation of Zonal Jurisdiction of Commissionerate, Division-Farrukhabad has been added to Kanpur Commissionerate and District Unnao is attached with Lucknow jurisdiction. Substantial changes have also been made in the Commisionerate Jurisdiction. 03 Local Central Excise divisions and 01 Service Tax division have been converted in to 04 local divisions with Jhansi & Farrukhabad as outstation divisions. Now there are 06 divisions in the jurisdiction of CGST & Central Excise Commissionerate, Kanpur

कानपुर गंगा नदी के तट पर स्थित है और आधुनिक इतिहास में इसका महत्वपूर्ण स्थान रहा है। 1857 में भारत की आजादी के पहले युद्ध के दौरान इसने महत्वपूर्ण भूमिका निभाई थी। गणेश शंकर विद्यार्थी और श्री चंद्र शेखर आज़ाद ने कानपुर को ब्रिटिश उपनिवेशवाद के खिलाफ अपना कार्यक्षेत्र बनाया । 1857 के स्वतंत्रता संग्राम के दौरान, कमांडर कर्नल ओ नील ने ब्रिटिश इंडिया आर्मी को कानपुर कैंट से संचालित किया।
कानपुर ने विशेष रूप से सामान्य और तकनीकी शिक्षा के क्षेत्र में भी महत्वपूर्ण भूमिका निभाई है। क्राइस्ट चर्च कॉलेज की स्थापना 1896 ई में हुई थी। भारत में पहला कॉलेज ऑफ कॉमर्स- BNSD कॉलेज की स्थापना वर्ष 1914 ई में हुई थी। एशिया का पहला एग्रीकल्चर कॉलेज- गवर्नमेंट कॉलेज वर्ष 1941 ई में स्थापित किया गया था और हार्ट कोर्ट बटलर टेक्नोलॉजिकल इंस्टीट्यूट (HBTI) 1926 ई में स्थापित किया गया था, भारत की स्वतंत्रता के बाद, कानपुर में कई तकनीकी और अनुसंधान संस्थान जैसे कि IIT कानपुर, राष्ट्रीय शुगर इंस्टीट्यूट, चमड़ा संस्थान और वस्त्र संस्थान की स्थापना हुई।
कानपुर भारत में औद्योगिक क्रांति का एक प्रमुख केंद्र था। 19 वीं शताब्दी के अंत तक सर जॉन बर्नी Allens ने कानपुर कपड़ा जैसी कंपनियों के एक समूह की स्थापना की। ब्रिटिश इंडियन कॉरपोरेशन के बैनर तले कानपुर में वूलेन मिल्स (लाल इमली), फ्लेक्स शूज़ कंपनी, एल्गिन मिल्स और नॉर्थ टेनेरी की स्थापना हुई जिनका हेडक्वार्टर कानपुर मे था । 20 वीं शताब्दी की शुरुआत में, लाला कमलापत ने कंपनियों का एक समूह स्थापित किया जैसे कि, जे.के. कॉटन मिल्स और जे.के. आयरन आदि। उसी अवधि के दौरान जे.के. के बैनर तले सर जे.पी. श्रीवास्तव ने न्यू विक्टोरिया मिल्स की स्थापना की। ब्रिटिश सरकार ने भी अपनी रक्षा आवश्यकताओं को पूरा करने के लिए 1886 में आयुध निर्माणी और पैराशूट फैक्ट्री जैसे कई कारखाने स्थापित किए। यह वह समय था जब कानपुर को भारत के मैनचेस्टर के रूप में जाना जाता था।
वर्तमान में इसे यू.पी. की औद्योगिक राजधानी कहा जाता है। कई महत्वपूर्ण राज्य सरकार के विभागों का मुख्यालय, जैसे उद्योग निदेशालय, राज्य वित्तीय निगम यू.पी.एस.आई.डी.सी., यू.पी. स्टॉक एक्सचेंज, हथकरघा विकास निदेशालय और श्रम निदेशालय आदि राज्य के औद्योगिक विकास से जुड़े हैं।

सीमा शुल्क और केंद्रीय उत्पाद शुल्क आयुक्तालय, कानपुर |
7 जनवरी 1963 को केंद्रीय उत्पाद एवं सीमा शुल्क, कानपुर आयुक्तालय को, इलाहाबाद के तत्कालीन आयुक्तालय से अलग करके बनाया गया था। उत्तर प्रदेश में केंद्रीय उत्पाद शुल्क आयुक्तालयो का आगे फिर से संगठन 1979 में हुआ जब मेरठ कमिश्नरेट फॉर नॉर्थ रीजन ऑफ यू.पी. का गठन 01.06.79 को किया गया था। । वर्ष 1997 में कानपुर कमिश्नरेट को फिर से कानपुर और लखनऊ आयुक्तालय में विभाजित किया गया।

जीएसटी एक अप्रत्यक्ष कर है जिसने भारत में कई अप्रत्यक्ष करों को बदल दिया है। वस्तु और सेवा कर अधिनियम 29 मार्च 2017 को संसद में पारित किया गया था। यह अधिनियम 1 जुलाई 2017 को लागू हुआ। भारत में वस्तु और सेवा कर कानून एक व्यापक, बहु-स्तरीय, गंतव्य-आधारित कर है जो हर मूल्यवर्धन पर लगाया जाता है।
सरल शब्दों में, गुड्स एंड सर्विस टैक्स (जीएसटी) वस्तुओं और सेवाओं की आपूर्ति पर लगाया गया एक अप्रत्यक्ष कर है। इस कानून ने कई अप्रत्यक्ष कर कानूनों को बदल दिया है जो पहले भारत में मौजूद थे। जीएसटी पूरे देश के लिए एक अप्रत्यक्ष कर है।
वस्तु और सेवा कर के 01.07.2017 को लागू होने के बाद, सीजीएसटी और केंद्रीय उत्पाद शुल्क आयुक्तालय, कानपुर के अधिकार क्षेत्र को फिर से व्यवस्थित किया गया है। सीमा शुल्क से संबंधित सभी कार्य अर्थात सभी अंतर्देशीय कंटेनर डिपो (ICDs) यानी चकेरी, जूही रेलवे यार्ड (JRY) और पनकी सहित सीमा शुल्क (मुख्यालय) को सीमा शुल्क (Prev), लखनऊ में स्थानांतरित कर दिया गया है। कानपुर आयुक्तालय को CGST और केंद्रीय उत्पाद शुल्क का काम सौंपा गया है।
आयुक्तालय के आंचलिक अधिकार क्षेत्र के पुन: संगठन के साथ, मंडल फर्रुखाबाद को कानपुर आयुक्तालय में जोड़ा गया है और जिला उन्नाव को लखनऊ क्षेत्राधिकार के साथ जोड़ा गया है। आयुक्तालय क्षेत्राधिकार में भी काफी बदलाव किए गए हैं। 03 स्थानीय केंद्रीय उत्पाद शुल्क मंडल और 01 सेवा कर मंडल को बाहरी मंडलों के रूप में झाँसी और फर्रुखाबाद के साथ 04 स्थानीय मंडलों में परिवर्तित कर दिया गया है। अब सीजीएसटी और केंद्रीय उत्पाद शुल्क आयुक्तालय, कानपुर के अधिकार क्षेत्र में 06 मंडल हैं।
